2020-2023 Three-year action plan

Area 1: Offer of service

Objective 1.1: ensure the presence and visibility of the APHVO in all Outaouais territories

Method 1.1.1 – Promote the APHVO’s advocacy of rights services in the Outaouais.

Action implementation period: continuous.

Success or evaluation indicators: having made at least 4 promotional representations.

Method 1.1.2 – Organize or make accessible the same activities as in Gatineau, such as: coffee meetings, sports activities, and special activities.

Action implementation period: 2022-2023.

Success or evaluation indicators: having held at least 4 activities throughout the territory.

Method 1.1.3 – Organize groups according to age in one or more territories (for example, seniors, children, adolescents, adults, spouses).

Action implementation period: 2022-2023.

Success or evaluation indicators: having organized at least 2 different groups in 2 different territories.

Objective 1.2: understand the needs of new communities to meet their needs

Method 1.2.1 – Take a census of visually impaired people by age group across the region.

Action implementation period: summer 2020.

Success or evaluation indicators: with an overall picture, having carried out a census of the entire territory.

Method 1.2.2 – Identify rural territories to prioritize.

Action implementation period: fall 2020.

Success or evaluation indicators: having identified 2 priority rural territories.

Method 1.2.3 – Carry out a study of the needs of people with visual impairments in the targeted areas (for example, by means of a survey).

Action implementation period: summer 2020.

Success or evaluation indicators: with an overall picture, having carried out a well-documented study of the needs of people with visual impairments.

Objective 1.3: increase or consolidate regional activities and services

Method 1.3.1 – Finish compiling the 20-20 kit.

Action implementation period: 2021.

Success or evaluation indicators: having constituted ??? kits.

Method 1.3.2 – Launch the turning right on a red-light sticker (VDFR) in other territories.

Action implementation period: 2021.

Success or evaluation indicators: having held the regional sticker launch in an original way.

Method 1.3.3 – Develop a partnership with Cyclotandem Gatineau.

Action implementation period: 2021.

Success or evaluation indicators: having developed a healthy partnership with Cyclotandem.

Area 2: human resources management

Objective 2.1: increase staff to support the development of the regional offer of service

Method 2.1.1 – Draft the job description and hiring criteria for new staff.

Action implementation period: summer 2020.

Success or evaluation indicators: have a job description adapted to the APHVO’s needs.

Method 2.1.2 – Consider the possibility of hiring contract workers in other territories.

Action implementation period: fall 2020 and continuously as needed.

Success or evaluation indicators: having hired a competent contractual person for the entire territory.

Objective 2.2: increase the next generation and the workforce

Method 2.2.1 – Recruit younger members.

Action implementation period: continuous.

Success or evaluation indicators: having recruited at least 10 new members, including 5 younger ones.

Objective 2.3: increase the number of sighted volunteers joining the cause

Method 2.3.1 – Recruit new volunteers.

Action implementation period: continuous.

Success or evaluation indicators: having recruited at least 5 new volunteers and offer them tasks in line with the APHVO’s needs.

Area 3: material resources management

Objective 3.1: plan the material resources related to the development of the regional offer of service

Method 3.1.1 – Purchase the equipment and necessary materials to ensure telework for new staff.

Action implementation period: fall 2020.

Success or evaluation indicators: having purchased the equipment at the best possible cost according to the needs of the new human resource.

Method 3.1.2 – Purchase basic equipment and material for the organization of activities.

Action implementation period: 2022-2023.

Success or evaluation indicators: having purchased the basic equipment for all activities.

Method 3.1.3 – Find a space to rent for coffee meetings and activities.

Action implementation period: 2022-2023.

Success or evaluation indicators: have a list of premises available at the best price, or even free.

Objective 3.2: consolidate projects in Gatineau

Method 3.2.1 – Purchase 4 tandems and rent a space to store them.

Action implementation period: spring 2021.

Success or evaluation indicators: having purchased 4 tandems and having found a space to store them.

Method 3.2.2 – Purchase technological equipment for head office.

Action implementation period: spring 2021.

Success or evaluation indicators: having purchased all the necessary technological equipment for head office.

Area 4: financial resources management

Objective 4.1: diversify financial resources to consolidate the APHVO’s regional mission.

Method 4.1.1 – Search for financing from new funders.

Action implementation period: 2022-2023 and continuously (be on the lookout for opportunities).

Success or evaluation indicators: having created a calendar of search for financing from potential funders and having made at least 4 different requests for financing.

Objective 4.2: plan new sound financial management measures

Method 4.2.1 – Draft a financial management policy.

Action implementation period: summer 2020.

Success or evaluation indicators: have a financial management policy adapted to the APHVO’s reality.

Method 4.2.2 – Conduct a budget review to ensure the deployment of services in the territories (for example, salary, mileage, petty cash, purchase of materials and equipment, premises, activity fees).

Action implementation period: fall 2020.

Success or evaluation indicators: have an administrative management policy that is adapted to APHVO’s needs.

Area 5: governance

Objective 5.1: participate in various committees dealing with internal management, advocacy of rights and the offer of service

Method 5.1.1 – Set up a committee to implement the strategic plan.

Action implementation period: fall 2020.

Success or evaluation indicators: have a committee of at least 3 people to implement the strategic plan.

Method 5.1.2 – Sit on various strategic committees to advocate for the rights for people with visual impairments.

Action implementation period: continuously and as needed.

Success or evaluation indicators: having made a list of the possibilities and having deployed a strategy that allows for the advocacy of rights for people with visual impairments.

Area 6: communications

Objective 6.1: promote services and activities to members and the population

Method 6.1.1 – Redesign the website, then ensure that it is updated.

Action implementation period: fall 2020.

Success or evaluation indicators: having updated the website.

Method 6.1.2 – Hire a webmaster.

Action implementation period: fall 2020.

Success or evaluation indicators: having hired a qualified webmaster at a good price.

Method 6.1.3 – Communicate with members via social media.

Action implementation period: 2022-2023.

Success or evaluation indicators: having communicated regularly with members.

Method 6.1.4 – Ensure that social media is regularly updated by new staff.

Action implementation period: 2022-2023.

Success or evaluation indicators: having kept information up to date on social media.

Method 6.1.5 – Make a suggestion box available to members in each of the service points and on the website.

Action implementation period: fall 2021.

Success or evaluation indicators: having found places to deposit the suggestion boxes and having made at least 3 boxes available.

Method 6.1.6 – Create a quiz to include on the website to raise awareness.

Action implementation period: 2023.

Success or evaluation indicators: having created an awareness quiz and having put it on the website.

Area 7: partnerships

Objective 7.1: develop new partnerships to successfully integrate the APHVO into the new territories served

Method 7.1.1 – Identify local partners in the territory with affinities for the APHVO mission.

Action implementation period: 2020 and continuously.

Success or evaluation indicators: have a list of potential local partners and having communicated with at least 6 of them.

Method 7.1.2 – Go on tour to present the mission in the new territory.

Action implementation period: fall 2021.

Success or evaluation indicators: having toured the entire territory.

Method 7.1.3 – Develop collaborative relationships and agreements with identified partners.

Action implementation period: 2022.

Success or evaluation indicators: having developed at least 3 new collaborative relationships with identified partners.

The next steps:

  • Form a hiring committee (job description, interview questionnaire, distribution of the job offer, interviews, employment contract).
  • Draft a three-year 2020-2023 action plan including budget projections.
  • Perform action plan follow-ups every six months.
  • Perform an evaluation and update of the three-year action plan before the start of each year.
